To expand upon Brush's comments a bit, Texas is unique among the states for
the percentage of land in private ownership.  A lot of that secrecy is
driven by the landowners themselves.  That is their right and  privilege.
On some projects the data are only withheld during the competitive period,
then released later on.

But the issue that I find most disturbing is when so-called
environmentalists gain access to data, then cherry-pick that data to
further their own (usually radical) agenda.  I know of a few landowners who
have terrific ecotourism resources that no longer allow the public on their
property for just such reasons.
