For nearly every work project I have involved the data is proprietary   Some 
more tightly enforced than others.  However if gov funded most that can be 
accessed via the FOIA eventually if one wants to go to the trouble or if it is 
a matter of natl. security. If funded with private funds it could be data lost 
forever
