Trying to use the FCC data base re Mexican stations is frought with problems.
Sometimes the location is for the studio, vice transmitter tower.
Most of the time they only provide the absolute minimum of information.
[Callsigns, we don't need no stinkn Callsigns....]
 
My best guess for XHUPN proposed location is South and West of Tecate, sharing 
the XHBCE-FM tower on Cerro Bolla Mtn, as shown in the fol coverage plot:

Since XHUPN's proposed channel 53 is outside the DTV core and would probably 
cause interference problems, I have always taken the proposed choice with a 
grain of salt.
But there are a total of NINE proposed new DTV stations in the database listed 
for Baja-Norte.
 
So who is going to pay to change their frequency assignments when the 700+ MHz 
band is activated?????
Seems there may be a cross-border frequency coordination problem brewing.....

I remember reading the fol article in SD UNION re Qualcom MediaFlo on-air test:

Note that they did not say what frequency or power levels there were using.
In the back of my mind, I thought I had read somewhere that it was much higher, 
in a CellPhone band.
 
Now I have to worry about Preamp Overload, since I am only a few miles away 
from Black Mtn.
The other two sites are Mt Miguel (most UHF DTVs are here) and an unspecified 
Qualcomm building (probably Sorrento Valley?).

background: Mexico has begun it's 18 year conversion to digital broadcasting. 
There are two TV allocations in tecate; at this point, only one is used. There 
are vague plans to construct the second, but it's been at least a year since 
I've talked to the appropriate chief engineer. Tijuana has only one digital 
transmitter at this point, but the area is in the first phase of Mexico's dtv 
transition. (six years.)

Qualcomm is using 53 only temporarily, KFMB-DT is currently using the channel, 
and they will use their analog for digital (or perhaps a UHF channel, depending 
on what the FCC says about power levels for digital V's) when analog sunsets.

The source is one I consider dispositive: Bob Gonsett's Communications General 
Communicator newsletter. If he's ever made an error, I haven't heard of it.

www.upn13sandiego.com FAQ still says XHUPN-DT plans to fire up on CH53 from

FCC data base (search for "tecate") still shows CH53 reserved for a future DTV 
station located in Tecate, Mexico.

So where did you hear that MediaFlo was being transmitted on CH53 in San 
Diego...or maybe it was Tecate prior to launch of XHUPN-DT?
PS: Most people would include both Free-To-Air (unencrypted) and Subscription 
(encrypted, i.e. USDTV) transmissions as being "Broadcasting".
