Perhaps that definition is changing, but I don't think it can be assumed that most people define it as both free and subscription based services. DBS would be considered "broadcast" under that definition, as could a lot of other transmissions. If we do re-define it, what word do we use for a transmission for public or general use that could be received and used openly by anyone, without subscription, encrypted or not? Or will there be no such thing in the near future?
