Let me rephrase that and correct the typo, or Craig will take it out of 
context. The options of transmitting 360p and 480p and 576p, in a broadcast 
medium, are nil

You can pick one of those, for SD, and be done with it. If you need to reduce 
bit rate further, you pre-filter the image, and MPEG compression will use fewer 
bits. It's just not that big of a deal, in broadcast.
