[opendtv] Re: FCC Eliminates Simulcast Rules

Many PBS stations are decoding and re-encoding the video and audio to air. 
The problem with decoding the audio is that you must keep track of each 
audio channel AND the encoding Dolby metadata describing the encoding setup.

At our PBS member station we record the Soundstage on a server for program 
delay or alternatively pass through the Soundstage direct to air. The 
pre-encoded PBS AC-3 audio + metadata is not decoded at our station so that 
the full 5.1 SoundStage audio finds its way to air.

Other stations may decode the 5.1 and because perhaps there isn't the 
infrastructure to convey the multiple channels + metadata to the 
re-encoder, the SoundStage audio may go out as just stereo.
