John this still doesn't wash. If you want to devote the
entire digital bandwidth to a single HD stream, then
what are you transmitting over analog? Some different
program stream? That's exactly what broadcasters are not
supposed to do! That's the legitimate gripe the NCTA has.

If broadcatsers can use their analog channel now to
offload data from their digital channel, then what
happens after the analog frequencies are returned?
