I somewhat doubt that. If you use the dictation button rather than asking Siri, 
you are only limited by the 30 second block. Dictation uses the same 
translation servers that Siri uses. It is both on the iOS device and on the 
Mac. I use dictation on my Mac to write several pages of text per day. There is 
no limit and no request for limiting my usage of dictation.

When sighted people write text messages, they can see how long the message is 
becoming. When they speak the message, they cannot see how long it is. The 
$0.20 charge per 140 character block can be a very strong motivator to keep 
one's message brief.
