JE: I meant "why (how come) they *can't* speak
English" but I'll add "read".  Is New York so segregated that people
(other than old-fashioned stay-at-home-mainly not-born-here
considerably-older Muslim women) can actually live there, as opposed
to visiting, and cope without knowing English?


EY: People with no English can survive here for a long time, either through menial, disgusting jobs when they are young, or by swelling the welfare roles (the dole) as they do when old. The older population of non-English speakers is particularly parasitic in this city. If I get a chance I'll get some stats for you to ponder.
