which I'll rephrase.  I meant "why (how come) they *can't* speak
English" but I'll add "read".  Is New York so segregated that people
(other than old-fashioned stay-at-home-mainly not-born-here
considerably-older Muslim women) can actually live there, as opposed
to visiting, and cope without knowing English?

And what about US citizenship policies (knowledge of the Constitution
etc.; we've brought some of that stuff in)?
