That would be a matter for the US / NY tax office but I don't see that it would be any different to spending or transferring the money to a person or a company in the US.
There is also the question of whether HSA would want to take up the role of collecting and distributing the funds.
Yes, we are planning to do this though not in competition with the Haiku Inc. HSA's fundraising will primarily be around its members and funding will go the HSA in general rather for specific projects, but members get to vote on how resources are directed. The new SEPA rules make pan-European bank transfers quick and cheap (they may not cost more than national ones) so Europeans will generally get more for their Euro this way.
