What Francois asked was actually whether there could be an organization
in the EU to take donations from people in the EU to fund initiatives in
the EU. In such scenario, the IRS (US tax authority) would have no
jurisdiction whatsoever.
US residents donating to HSA would not be more effective from a cost
POV, as you are still subject to exchange rates and the tax
deductibility benefit is lost.
There is also the question of whether HSA would want to take up the
role of collecting and distributing the funds.
Yes, we are planning to do this though not in competition with the
Haiku Inc. HSA's fundraising will primarily be around its members and
funding will go the HSA in general rather for specific projects, but
members get to vote on how resources are directed. The new SEPA rules
make pan-European bank transfers quick and cheap (they may not cost
more than national ones) so Europeans will generally get more for
their Euro this way.
