A shoto has a fireball, dragon punch and tatsu. Shotos also typically share the 
following:
Crouch fierce punch (anti-air).Crouch medium kick (solid footsie tool with an 
easy 2-in-1 into fireball)

They're usually quite versatile. 
Sagat doesn't count IMO and not just because he doesn't have a tatsu. The way 
the character is played is completely different to the way a conventional 
'shoto' is played. 

Shotos have zoning tools but don't have to be played as zoners to be effective. 
Sagat is a true zoner. His entire game revolves around keeping you as far away 
from him as possible. I suppose you could say he's more one-dimensional when 
compared to shotos. Look at Ken and Akuma. Ken has zoning tools but he's well 
suited to rushdown. Akuma can be played offensively or defensively to great 
effect. Ryu is a great all-rounder.
