You are quite right. They can and do attempt to dictate what can leave the country, based on Benetech's and RFBD interpretations, despite the fact that NLS serves American citizesn wherever the poney express operates either on foot or on wire.

David, my point is that the US cannot dictate to other sovereign nations what their laws pertaining to copyrights will contain. Where the idea came from that the US Congress can mandate that foreign copyright laws be waived is a mystery to me.
