  No, you are correct. Rejecting a book removes it from Step 1. It can get back 
on Step 1 if someone from the staff thinks the rejection is wrong for some 
reason, but this doesn't usually happen.

      But that doesn't help us who are looking for a book to validate and 
trying 
      to avoid the poor submitters. I think E's idea is wonderful and hopefully 
      the benefit would be that when poor submitters' books stayed on the step 
1 
      list for a long time, said submitter would get the idea that unless he 
      submits better scans, his books aren't going to be validated.
