Forgive my ignorance, but doesn't rejecting a book remove it from the step one 
page?  If not, how does that happen?

  But that doesn't help us who are looking for a book to validate and trying 
  to avoid the poor submitters. I think E's idea is wonderful and hopefully 
  the benefit would be that when poor submitters' books stayed on the step 1 
  list for a long time, said submitter would get the idea that unless he 
  submits better scans, his books aren't going to be validated.
