It depends on what is meant by "identical" and what requirements you are talking about. From what Carlos quoted from Prochnow: "The technical specifications in quality control was the same for the Xenotar and Planar." This sounds, to me, like mechanical and visual inspection. For example, the diameter of the lense element, not having bubbles etc. I don't know that it has a thing to do with the composition of the elements or the formula for the lense. It may, but that is not for certain IMO. So, I can guess that there may be some misunderstanding/misinterpretation of what "identical" means. Just a guess.
