That is the ring to move the floating elements. It does not focus the lens as 
such, it is just a manual adjustment of the position of the elements according 
to the focus distance. FLE has been mentioned recently. Basically, by adjusting 
the elements, the sharpness can be improved. I think that 35mm lenses adjust as 
part of the focus mechanism; I do not know why these lenses do not...
