Sorry Wedge,

I disagree. It should be the Pad Manager and not the LCO that determines what 
gets launched. RocStock launches are too big for an ad hoc launch order. It has 
been broken for too long to continue on in the same way for large launches. 
Monthly launches can be much more casual as the wait times almost can't be too 
long.
