The government didn't change the law to allow sharia-compliant mortages; it changed it so people taking out shariah-compliant mortages didn't have to pay stamp duty (a tax on house purchases) twice. (As opposed to once for other mortages.) I don't know the position on sharia-compliant pension schemes, the requirement would be that the pension fund's investments are sharia-compliant, I see no need for a change in law to accomplish this. Gordon Brown does intend expanding sharia-compliant finance provisions.
