If the computer does not have a serial port you may wish to contact the manufacturer to verify that it does actually have a serial controller. On some laptops (and likely desktops as well) there is no serial port or controller and in those cases serial to USB adapters have been known not to work for some serial devices.

It all depends on which incarnations of the DecTalk you have. If they're the old card-based units, unlikely, since no modern computer has slots to accomodate them. But if they're serial-based, and your computer still has either a serial port or USB to serial converter, you should have no problems.
