That used to happen to me frequently. I am using 98. Eventually I would just
cut the power
and the next time I powered it up it would boot up as if it had been shut
down properly. Sometimes I would press control-alt-delete and it would list
the open programs and tell me that one was not responding and give me the
chance to manually terminate or "end task" and this would usually allow
"safe" shutdown. Not always the same program not responding. AV scans always
saying everything OK.
Then one day, in Internet Explorer-Tools-Options, I deleted all the cookies
and temporary on-line and off-line internet files. My shut-down problems
immediately disappeared. Now I do this about once a week. The only drawback
is that I have to keep a record of all those account numbers and user names
and passwords that some sites apparently stored in the cookies, but I was
doing that anyway. I am not sure exactly why this solved the problem but it
doesnt hurt anything to try it and it frees up some ram and hard drive
memory, which seems to speed things up.
