I don't know if this applies to Windows XP, but for Windows 2000 you do
the following to get Windows to actually turn off the computer if it
does not want to go past the "Windows is shutting down" state:

1. Go to control panel\ system

2. Click on hardware\ device manager

3. Click on view\ show hidden devices

4. Click on NT Apm/Legacy Support, then sub branch- NT Apm/Legacy
Interface Node

5. Under "Device usage" at bottom of dialog box, enable it so it reads,
"Use this device (enable)"

6. Click ok and get out of all the open windows.

Windows should now turn off the computer during shutdown if the computer
is equiped with a "SOFT" on/off switch.
