If I may make a correction!! I just did this with 1 of my TARC students,  
Yes they Can Load the rocket on the launch pad and hook up the Launch  leads.
 The rules have changed a bit, but for the most part the Jr. L1 cert  
consists of the student buildiing the rocket and then having the HPR L1 cert  
person install in motor and helping the Student load the  rocket!!

Jack, 
I know that  we had the all flyers meeting in the morning on Saturday but 
there was a  little confusion at the LCO table later in the day about NAR 
junior HPR  flyers.  I have two questions. 
1) Can a NAR  junior level one flyer approach the hi power pads escorted by 
a HPR certified  parent of the child? 
2) Can a NAR  junior level one flyer approach the hi power pads escorted by 
a HPR flyer  other than the parent?
