Non Certified or HPR flyers 18 years or older as it stands need an escort by a HPR flier and this will all be answered as soon as I hear back from HQ because this is the same question, in Tripoli you cannot become a High Power Flyer unless you are 18 years of age. Yeah, sounds like that's the crux of it: does the exception for "non-certified person escorted by certified HPR flier" apply if the escorted person is under 18 (as would be the case with NAR "Jr. L1" flights)? -dave w
