Ansco 120 is a so called low contrast developer containing Metol as the only reducing agent. Kodak Selectol Soft is (was) very similar although there was no published formula for it.
Since the Glycin in 130 is quite expensive its likely that a Dektol type developer (Kodak D-72) could be mixed even cheaper.

Yeah, glycin is rather pricey, but who cares when it lasts so long in the soup? And a glycin developer doesn't show quite the same properties as an hydroquinoine based one as Dektol (with all due respect to D-72). It's much warmer, something that I have come to appreciate. Dektol is more neutral.

Agfa/Ansco 130 is very similar to Kodak D-72/Dektol with the addition of Glycin. One can make a virtually identical developer by adding Glycin and some additional bromide to Dektol.
Dektol stock is pretty long lived. Kodaks published lifetimes are quite conservative. I've had Dektol stock that lasted nearly a year and still performed as well as fresh. In an uncovered tray the working solutions are not going to last much longer than 8 or 10 hours. If you cover the tray with Saran Wrap the working solution might last a week. That is a week covered, it begins to oxidize again as soon as the cover is off.
