I think it says that Charity hospital evacuation was halted because
some New Orleans residents fired rifles at the evacuation helicopters
and people working in the hospital. The NO police department members
quit in droves and could not/would not provide protection. There was
not enough military at that point to insure the safety of the
evacuees.
If what you are implying is that people were rescued based on whether
they had money or not, I don't think that is true. Remember that New
Orleans as a city is predominately Black and poor, with incomes well
under the poverty levels. What I'm driving at is that almost all of
the people there are in very low income....it would be hard to say
that different income levels are treated differently.
I personally think it's a bad situation. Mistakes have been made by
many parties, including some of the most vocal politicians. The
bottom line is that everything that can be done is being done at this
point. This may not seem fast enough to some critics.....but they are
not on the ground and cannot understand how difficult the task is. I
suspect for many armchair critics, it is a case of expectations that
are unrealistic....that are too high given the situation. Obviously
it will not seem fast enough to the victims, and that is
understandable.
We all have to remember how unique this disaster is. This wasn't a
tsunami where the flood comes in, wrecks havoc, and leaves with the
damage in it's wake. It wasn't like a Florida storm that blows in and
destroys, but hours later the water leaves and rescue starts. The
people of New Orleans survived the storm. In the first 24 hours after
the storm, many thought it was all over.....they could withstand the
damage. Many didn't pay attention to the first orders to leave the
city. 24 - 36 hours after the storm the levee broke. This was NOT
anticipated. When the levee broke, it filled the bowl of land that
was under sea level and there was NO way to get the water out - no way
for people to get in or out.
This delayed secondary disaster was not anticipated and was unique in
that it surrounded the people left in the city, and made it almost
impossible to get in or out for rescue personnel. Since then, large
numbers of the police have walked off their jobs. Many more have
stopped enforcing law. Bands of New Orleans residents have resorted
to violence for their own gain -- looting for personal gain (not food
for survival), and some have started fires in buildings and fired on
rescue attempts. The military has had to shift personnel requirements
from rescue to police action - a fact that delays rescue even more.
Now I'm afraid this is becoming a racial issue......and that's a shame
in my personal opinion. The focus should be to affect the rescue,
stop the damage, rebuild, and then we can do a review and determine
how this type of disaster can be averted in the future. All the
vitriol being spewed by many is not productive. It's time to come
together and "git'er done".
Just one mans opinion............I'm sure there are other opinions.

| home and family. I have no problems. It is heartbreaking to see
| what is happening in the country. I am disgusted that more had
| not been done earlier for those people. America is a powerful
| nation with huge resources but I feel that they have been
| terribly let down. The logistics of the whole disaster must be
| mind boggling......I pray for each and every person who has had
| their lives shattered by this terrible disaster.
