Unfortunately, minimizing the number of broadcast stations has always been
180 degrees from their mission under the communications Act. (And, I'm not
saying that they always did it well). Deintermixture, for one, was very
stupid, such as saying that markets like Bakersfield, CA were to be UHF-only
