In answer to your last few sentences, my whole post was about why 
broadcasters do not at this time want any attention paid to the 
possibility of "good" 8-VSB receivers.

The mandate is all about integrated DTV sets. The California law does 
not say anything about the power of TV sets which, I believe would 
include the integrated receiver.
