But I don't want to imply that broadcaster cleverness can't also help save it, by offering other than real-time TV streams in their allocated spectrum. Freeview is just an example of how OTA *has been* saved. There is no reason to assume that a centrally planned utility would be more clever at finding new applications for the TV spectrum than individual broadcasters with their 6 MHz slices.
