Does the relay click when the power comes on?  Could the relay be stuck?

If so, how about a 4.7K series resistor and then a 4.7K from the base to 
ground.  Sometimes the digital output of a CPU simply will not go low enough, 
so a resistive divider is need to help turn off the transistor.

This has really got me stumped.  I changed the Q23 resistor back to a
4.7k and added a 10k pullup resister
from pin 5 on the micro to ground.  no luck. If I disconnect the R/T
line from the main board the LCD switches to RX. When the pin 5 R/T line
is Hooked to the main board it switches to TX.  With the 47k resistor I
had .586 on the base of Q23, with the 4.7k I have .576 on the base. All
the functions of the FN button work good.  It toggles the R.I.T, it
swaps the VFO, It resets the VFO. I have 5v on the Key pin and 5v on pin
5. The tuning works great.  The digital board seems to be fine. I don't
know what to do next.  Jerry

Did you implement the pull-up recommended by Farhan?

I measure 0.7V on the base of Q23 when in RX, but mine is without the
pull-up and with a 47K so probably not the best comparison!

Jerry, it is quite probable that 5 pin is shorting to the ground. Look very

Is there supposed to be 5v on pin 5 of the digital board?  I have 5v on
pin 2 but nothing on pin 5.  I tried the pullup resistor, didn't work.
I changed the 4k7 to 47k on Q23, didn't work, still stuck in transmit.

What happens if you remove the wire from the T/R pin?

Are you sure the PTT button is not stuck pressed or something like that?

There are two things that can switch the minima in transmit: the ptt button
being pulled to ground (pin 5 of the arduino) or the cw key being pressed
(pin 24 of the arduino).
In normal rx configuration, both should be at +5V thanks to the internal
pull-ups resistors.
