What happens if you remove the wire from the T/R pin? Are you sure the PTT button is not stuck pressed or something like that? There are two things that can switch the minima in transmit: the ptt button being pulled to ground (pin 5 of the arduino) or the cw key being pressed (pin 24 of the arduino).
