The following German organisation nevertheless appears to do just that:

It doesn't act as an intermediate (corporate) entity, but provides a
platform to pool the contributions and provide a guarantee to the OS
developer that they will indeed get paid. I think the key clause is:
"All donations are made directly to the offerer. No payments or
donations have to be made to Cofundos.org. Donations to the specialist
realizing the project are by no means payments for delivering a
specific product or service."
So that won't solve whatever issues there are with collecting funds
from individuals. They must have hosted German projects before, though;
maybe they can give some advice?
