This is, of course, the general form of the argument made by the Bush administration in justifying the attack on Afghanistan and the invasion of Iraq. 9/11 was the first of a promised string of attacks on the U.S., with Afghanistan and Iraq representing the U.S. not 'standing by and letting them take over'. In both cases it is a poor argument but there they are. What is interesting is how easily Andy makes an argument so similar to that of the Bush administration.
