I think JAWS is reproducing the block quote start and other delights is 
because that's what JAWS sees from the web page code.  There's a nice 
explanation in The HTML Challenge, downloadble from Freedom Scientific.  As 
a public service, here's the web page for the new version, called Surf's Up:

They used to have The HTML Challenge available for download, but I don't 
seem to find it right now.
