Just got to this thread and was about to say be patient! :) it takes
time for AD to update exchange etc as I've found out today :D

How long ago?  

You never removed the mailstore correct?  If that's the case, then
re-enabling the account should give you access as that user.  There is a
cache time when you will not be able to access the mailbox.  If the
system can't even access it to deliver to it, then you need to
troubleshoot why that is.  I.E. what you did to prevent delivery to that
mailstore.
Restrictions, etc.

Additionally, ensure that the mailstore exists in the database.

Tried that...doesn't make a different...plus when I try to email the
user I get an error.

I deleted the profile and created a new one but it still says "Unable to
open default email folders.  You do not have permission"

Assuming you're are using Outlook on Windows, did you set up any type of
profile? You could try re-creating the profile by going into Control
Panel, Mail, then deleting the profile there and setting up a new one
for the user.
Make sure it can resolve the name, if it can't make sure you don't have
the mailbox hidden from the Global Address Book.

Hi all,

A few months ago an employee of ours resigned.  At that time I disabled
his user account.  Now management wants access to his mailbox.  I have
enabled the account and logged on as the user account but get the
message somewhat like "Cannot open Information Store.  You do not have
permissons"
when trying to open Outlook to add Delegates.  Also when I email this
user I get a System Administrator Undevilerable message stating that:

"The message reached the recipient's e-mail system, but delivery was
refused.  Attempt to resend the message.  If it still fails, contact
your system administrator"

What's up with this...they need access ASAP
