The game is made for people who like to grind.  It even says so in one of
the trailers ("Stupid hard levels!  Insane grinding!").

The way it works is that you can level from 1 to 9999.  But at level 9999
you still won't be strong enough to beat the post-game bosses.
So what you can do is Reincarnate, which resets you to level 1, but gives
you a stat point boost that you can apply to various attributes.  Then you
level again.

The game is *incredibly *deep though.  You can level up weapons, combine
moves, apply specialists to weapons to give the boosts... The mechanics and
feature list is waaaaay too long to mention.
