It suffices, but it is recommended that you make a statement in brackets that the page is blank.

I have returned to volunteering for bookshare.  I finished with school and
can scan again.
I think last week there was a thread on designating blank pages. I have to admit that I didn't pay attention. I normally put in a page number and some
blank line and spaces.  Does this suffice? Or is there a new standard? I
have a book with blank prior to a new chapter.

Yes; I can see the page breaks.

There truly don't seem to be missing pages, just missing page numbers.

Page 22 might end with:

And the dog barked ...

And page 24 begins with fiercely, clearly intending to protect his friend.

The text flows logically, only the page numbers don't.

That's the problem, though. There seems to be no page to connect them to.

finishes. 24 starts up, apparently in the logical place where 22 ended.
But
the page number says 24, not 23.

I would add them. Sometimes, they are lighter than the rest of the text or
something like that, and the OCR just misses them.

skipped, more like someone just skipped a number.
