Doesn't look like people read the notes on the latest upgrade.  Well,
Shelley obviously did, but she didn't make her point very clear.

Now that it's possible to kick back the validated copy of a book to Step 1,
it's possible to download an ARK or KES book, convert it to RTF, upload it,
then have an admin kick the validated copy back to Step 1 for someone to
validate who doesn't have OpenBook or K-1000.  I don't think the staff
invisioned this use of the new feature, but as Shelley attempted to point
out, it could be used for this purpose.

I like the idea.  It would sure solve some problems.  I see a snag 
though.  If you reject the ark files and then submit the rtf form, 
the original submitter won't get credit for his or her 
submission.  Of course, if the original submitter would resubmit the 
book in rtf, that would neatly solve everyone's problem.  (smile)
