All:

The AGPS says:

> This practice allows extra material to be added before printing without

> preliminary pages.

Now that we are all sending PDF files to print and publishing them on-
line or on-CD, we are not going to be adding late pages to the prelims
(frontmatter) of the PDF and bugger up the hyperlinking are we? No, we
are going to regenerate the PDF with the new matter added.  So we don't
need that reason for roman numerals.
