I would be interested in John's response but I've never known a guide dog owner
to simply referred to the dog and we all know that a dog would not necessarily
be able to stay at hotel.

I prefer to save waving the big stick until I have to and in your
place would ask to speak with the manager. If he wasn’t immediately
amenable I would remind him of his obligations under disability law
and if he remained unhelpful and the hotel was part of a chain, I’d
ask for contact details for the parent group. At this point I’d
probably contact Guide Dogs for additional support and advice too.
Most times when I have been initially declined access to a café or
restaurant, asking to see the manager has usually overcome the
problem. So it’s worth trying this first before going in with all guns
blazing – smile!
