Best wait until John finds out if it is a lackey who made the ban or the
owners. It wouldn't be fair to penalise the hotel owners for something an
ignorant member of staff did. If it is the owners, and they stand by their
decision, then it's open season. The Daily Mail might even be interested.

It might be interesting for the hotel, if not actually mildly disruptive were
we all to email the hotel explaining the position expressing our views. John
could also see if the hotel is on social media or Trip Adviser.

I prefer to save waving the big stick until I have to and in your
place would ask to speak with the manager. If he wasn’t immediately
amenable I would remind him of his obligations under disability law
and if he remained unhelpful and the hotel was part of a chain, I’d
ask for contact details for the parent group. At this point I’d
probably contact Guide Dogs for additional support and advice too.
Most times when I have been initially declined access to a café or
restaurant, asking to see the manager has usually overcome the
problem. So it’s worth trying this first before going in with all
guns blazing – smile!
