Well, you 'could' use Autohotkey and setup a script to send vi like commands to
you pl/sqldeveloper program window.
Actually, someone has already done this at

I use autohotkey in Toad to add some functionality that I like that is only
active when the main Toad window is active. Autohotkey has a Window Spy gui
that will tell you the active screen/form so you put that in your autohotkey
script. Works amazingly well and I may actually try setting up this vim like
command script myself. (I'm always finding myself trying to type vim commands
in my Toad window)

I've been using PL/SQL Developer from Allround Automations for many years.
I love the fact that it is relatively light weight, and I don't get bogged down
with all the bells and whistles from Toad.
I work a lot with the Projects feature, and debugging is a cinch.
I also use the Schema Compare plugin from Red-Gate and the Hotsos Profiler
plugin. As far as a development environment is concerned, I'm really happy with
it.
The only thing I wish for is VI key bindings for the editor...one can only
dream...
