I think you really want to use an index -- that's what an index is by
definition. There's probably nothing to prevent you from putting an
index at the front of the document except, perhaps, expectations.

You could also save the TOC field as autotext for later use, then unlink
the compiled TOC (Ctrl+Shift+F9) and sort the resulting "dead"
paragraphs.

When you needed a new TOC, you'd insert the autotext field, unlink and
then sort it again.
