I do use TOCs in PDFs.  A couple of reasons:

- A search will lead you through all the occurrences of your specified text 
until you eventually arrive at the one you want.  This may or may not be a 
long search.

- A TOC allows you to look at the contents within the context/flow of the 
document.  This is useful when you know what information you're looking for,

but might not know precisely what the author has called it.

I reply to clarify ...

Dave ... I was asking not about TOCs but about indexes. All my PDFs
currently include a rather complete and thorough PDF which word
automagically creates well based on the explicit document document
structure. But I wasn't asking about Tables of Contents. Rather I was asking
about indexes. For me, personally, these two items, table of contents and
index are not the same and are not interchangable.
