I do use TOCs in PDFs.  A couple of reasons:

- A search will lead you through all the occurrences of your specified text 
until you eventually arrive at the one you want.  This may or may not be a 
long search.

- A TOC allows you to look at the contents within the context/flow of the 
document.  This is useful when you know what information you're looking for, 
but might not know precisely what the author has called it.
