A table of contents is in page number order. That's what they are.
You are talking about an index. The index will be in alphabetical order by
default.
I don't know whether you can configure the heading styles to generate index
entries, or if you will need to include separate index information.
If you want your table of contents in alphabetical order, then your actual
contents will need to be in alphabetical order. It's not difficult to move
the sections around.
Robert, we keep getting questions from you on different aspects of the same
problem. You never comment on why the solutions we've offered in the past
are not suitable for your problems. For instance, I addressed the question
of getting the sections into alphabetical order so that the table of
contents would be in alphabetical order in response to your subject "Auto
resorting by page title?" on 24 December. In fact, in a second answer to
that same question, on the same day, I had said "A table of contents does
not sort. It is in the order of the pages within the document". Yet now,
you are asking how to do it anyway.
Please keep previous answers in mind, and comment on why you are asking
similar questions in a different way. Otherwise, people will get annoyed.
