Teri,

I don't think companies are legally bound to go by any rules. In fact, they probably don't even know much about the rules of braille, or even that there are any. The differences in translation are probably due to the use of different translation software, or perhaps different versions of software. As I'm sure you know, not all software translates equally well.

Dear List,

This is a little off-topic, but I don't know any other list to post my question to.

I have received a braille copy of two bills, and the braille was produced for two different companies. I was surprised to notice the braille wasn't according to BANA rules. I don't know which organizations transcribed the bills. I always assumed that any company producing braille copies of bills would have to go by BANA rules. Is my assumption wrong?
