I was able to contact Jeri about the Pal to NTSC conversion,
She “turned me on to” a programmable oscillator that can
Be ordered at digi-key at any frequency… although this item
Won’t fin in the same spot, it can be glued to the board, and
Then run the pins in…
 
So I can order this thing at 32.7272 mhz… J and as she puts it below:
 
“Hook 5v to it and feed the clock into the pin labeled clk in the schematic.  
Clko is used to drive a stand alone xtal, so it wont be needed.

So I think I will order the surface mount resisters for the video correction, 
and while I’m at it, I will order one of these
Programmable oscillators…   after chatting with digi-key tech we decided on 
this model:
 
Digikey part number: ECS-P85-AX-ND for 5 volt version

If not, (Gulp!) I may go forward and do so…
 
I will have to be as gentle as possible, as if I mess it up, I can go to plan B 
(pal monitor)
 
Speaking of which here is a very handy kit from parallax which has a 3.5” 
pal/ntsc monitor (320X240 native resolution) 
And a mini ps2 keyboard… (has a mouse as well, not really needed… ) designed to 
work with their Propeller microcontroller kit.
