All servers (except for DCs) are in the same OU.

Yes, they will be logging into file servers, which are in the same OU
as the RDS servers.

Well, the target users could be anyone, really. I am not told when a
new user will need access to the app running in RDS. The app guys will
determine that, and set them up (the app has it's own IDs and
passwords). So - from my perspective - the target users could be any
user.
